NBA's Michael Jordan marries ex-model over weekend

Michael Jordan got married over the weekend, with Tiger Woods, Spike Lee and Patrick Ewing among those attending the NBA Hall of Famer's wedding in Palm Beach, Fla.

Jordan married 35-year-old former model Yvette Prieto on Saturday, manager Estee Portnoy told The Associated Press on Sunday.

The 50-year-old Jordan owns the Charlotte Bobcats.

Nearly 300 guests were present as they exchanged vows. The reception took place at a private golf club in Jupiter designed by Jack Nicklaus. Jordan owns a home near the course.

Entertainment included DJ MC Lyte, singers K'Jon, Robin Thicke and Grammy Award winner Usher and The Source, an 18-piece band.

The six-time NBA champion and Prieto met five years ago and were engaged last December.

Jordan had three children with former wife Juanita Vanoy. The couple's divorce was finalized in December 2006.

Angry Birds Friends coming to Android this Thursday

The popular web-based social version of Angry Birds is flying onto mobile

Rovio has just announced today via its official @AngryBirds Twitter account that the extremely popular "Angry Birds Friends" version of the franchise will be coming to both Android and iOS this Thursday. This falls in line nicely with some rumblings we heard in early April of the game coming to mobile, and on May 2nd it's finally happening. The "Friends" version of the game is currently a web-only Facebook title, where instead of going solo you can join up with friends (naturally) and hold tournaments to compete together.

We're a little sparse on information of pricing and how cross-platform it will be, but there's only a few days of waiting before we see it pop up in the Play Store.

OpenMobile ACL for webOS resurrected on Kickstarter, hopes to bring Android apps to HP Touchpad

The promise of OpenMobile's Application Compatibility Layer is inticing: seamlessly run Android apps on another operating system as if it was meant to be there. Unfortunately for fans of Palm's last hurrah, the project's webOS port died with the HP Touchpad. That won't stop dedicated fans, however -- Phoenix International Communications plans to resurrect webOS ACL. Taking the project to Kickstarter, the team is showing an early build on an HP Touchpad, seamlessly running Android apps in cards alongside native webOS applications. Phoenix hopes that a functional ACL will reduce Touchpad owner's reliance on dual-booting Android, giving them the freedom to enjoy webOS without sacrificing functionality. The team is promising a relatively short development time, thanks to OpenMobile's early work, and hopes to deliver a consumer ready build in July. iMore for iPhone version 2.0 only just launched but we're already in the early stages of work on iMore app 3.0 and one of the very first things we wanted to do was ask you, the iMore community, what you want to see?

We'll be doing some obvious architectural things, like switching from Drupal-based authentication to our awesome new Mobile Nations Passport system, and moving things like text size selectors to a dedicated settings screen so your choice persists once you make it. But we'd love to hear from you on some of the other options.

For example, would you like to see an iPad interface? iMore is a website and the iPad has a great, full-sized web browser, so would an app version of the site really make a big difference to you? Would things like the favorites, podcasts, and tab-based sorting make your iMore-on-iPad experience better?

Search is something else that we get a lot of requests for. However, we wouldn't want to cache the entire 5+ years of iMore on your iPhone, so that means web-based search is the only practical alternative, and again, is that something that's better done in the browser?

We currently push comments off into a second screen so loading them doesn't slow down the main article, but is that convenient for you, or just one extra tap too many?

What about the iMore Forums? Right now they're in a separate app, but would it better for you if we bundled them together into one super iMore app?

What about the overall design? Is there anything we could do there to make your experience better?

APNewsBreak: Russia caught bomb suspect on wiretap

(AP) ? Russian authorities secretly recorded a telephone conversation in 2011 in which one of the Boston bombing suspects vaguely discussed jihad with his mother, officials said Saturday, days after the U.S. government finally received details about the call.

In another conversation, the mother of now-dead bombing suspect Tamerlan Tsarnaev was recorded talking to someone in southern Russia who is under FBI investigation in an unrelated case, officials said.

The conversations are significant because, had they been revealed earlier, they might have been enough evidence for the FBI to initiate a more thorough investigation of the Tsarnaev family.

As it was, Russian authorities told the FBI only that they had concerns that Tamerlan and his mother were religious extremists. With no additional information, the FBI conducted a limited inquiry and closed the case in June 2011.

Two years later, authorities say Tamerlan and his brother, Dzhohkar, detonated two homemade bombs near the finish line of the Boston Marathon, killing three and injuring more than 260. Tamerlan was killed in a police shootout and Dzhohkar is under arrest.

In the past week, Russian authorities turned over to the United States information it had on Tamerlan and his mother, Zubeidat Tsarnaeva. The Tsarnaevs are ethnic Chechens who emigrated from southern Russia to the Boston area over the past 11 years.

Even had the FBI received the information from the Russian wiretaps earlier, it's not clear that the government could have prevented the attack.

In early 2011, the Russian FSB internal security service intercepted a conversation between Tamerlan and his mother vaguely discussing jihad, according to U.S. officials who spoke on condition of anonymity because they were not authorized to discuss the investigation with reporters.

The two discussed the possibility of Tamerlan going to Palestine, but he told his mother he didn't speak the language there, according to the officials, who reviewed the information Russia shared with the U.S.

In a second call, Zubeidat Tsarnaeva spoke with a man in the Caucasus region of Russia who was under FBI investigation. Jacqueline Maguire, a spokeswoman for the FBI's Washington Field Office, where that investigation was based, declined to comment.

There was no information in the conversation that suggested a plot inside the United States, officials said.

It was not immediately clear why Russian authorities didn't share more information at the time. It is not unusual for countries, including the U.S., to be cagey with foreign authorities about what intelligence is being collected.

Nobody was available to discuss the matter early Sunday at FSB offices in Moscow.

Jim Treacy, the FBI's legal attache in Moscow between 2007 and 2009, said the Russians long asked for U.S. assistance regarding Chechen activity in the United States that might be related to terrorism.

"On any given day, you can get some very good cooperation," Treacy said. "The next you might find yourself totally shut out."

Zubeidat Tsarnaeva has denied that she or her sons were involved in terrorism. She has said she believed her sons have been framed by U.S. authorities.

But Ruslan Tsarni, an uncle of the Tsarnaev brothers and Zubeidat's former brother-in-law, said Saturday he believes the mother had a "big-time influence" as her older son increasingly embraced his Muslim faith and decided to quit boxing and school.

After receiving the narrow tip from Russia in March 2011, the FBI opened a preliminary investigation into Tamerlan and his mother. But the scope was extremely limited under the FBI's internal procedures.

After a few months, they found no evidence Tamerlan or his mother were involved in terrorism.

The FBI asked Russia for more information. After hearing nothing, it closed the case in June 2011.

In the fall of 2011, the FSB contacted the CIA with the same information. Again the FBI asked Russia for more details and never heard back.

At that time, however, the CIA asked that Tamerlan's and his mother's name be entered into a massive U.S. terrorism database.

The CIA declined to comment Saturday.

Authorities have said they've seen no connection between the brothers and a foreign terrorist group. Dzhohkar told FBI interrogators that he and his brother were angry over wars in Afghanistan and Iraq and the deaths of Muslim civilians there.

Family members have said Tamerlan was religiously apathetic until 2008 or 2009, when he met a conservative Muslim convert known only to the family as Misha. Misha, they said, steered Tamerlan toward a stricter version of Islam.

Two U.S. officials say investigators believe they have identified Misha. While it was not clear whether the FBI had spoken to him, the officials said they have not found a connection between Misha and the Boston attack or terrorism in general.

Italy's new economy minister aims to cut taxes and spending

ROME (Reuters) - Italy's new economy minister Fabrizio Saccomanni plans to cut taxes and public spending and lower borrowing costs, according to an interview published on Sunday in daily la Repubblica.

Saccomanni, formerly deputy governor of Italy's central bank, was sworn in as minister on Sunday as part of Prime Minister Enrico Letta's new coalition cabinet, a mix of center-right and center-left politicians and technocrats like Saccomanni.

Saccomanni told Repubblica he wanted to "restructure the state budget" to support companies and low-earners, while cutting some unproductive public spending to create resources needed to reduce taxes.

The confidence generated by these measures could allow Italy's borrowing costs to fall sharply, he said.

The interest rate differential between Italian benchmark bonds and their safer German equivalent benchmark bonds, often seen as the main indicator of investor confidence could fall to 1 percentage point or less from the current level of almost 3 points, he said.

In an interview with few direct quotes, Saccomanni said it was vital to remove political uncertainty and instill confidence to kick-start Italy's recession-bound economy.

To do this, he said he would propose a "pact" between banks, firms and consumers to boost lending, investments and consumption. He did not elaborate on what this pact could entail.

Saccomanni faces a tough task to revive the economy without allowing public finances to go off the rails and the political risks were spelled out on Sunday by a close ally of center-right leader Silvio Berlusconi whose support Letta depends on.

HOUSING TAX

Renato Brunetta, lower house leader of Berlusconi's People of Freedom party (PDL) said the government would fall unless Letta promises in his maiden speech to urgently abolish an unpopular housing tax and repay the 2012 levy to taxpayers.

"If the prime minister doesn't make this precise commitment we will not give him our support in the vote of confidence," Brunetta told daily Il Messaggero.

Brunetta, who was himself a candidate for the post of economy minister said that during negotiations for the formation of the government Letta had "given his word" on the abolition and repayment of the tax, which would leave an 8 billion euros hole in public accounts.

Moody's analyst Dietmar Hornung said Italy's fiscal "maneuver space" was quite limited after its debt-to-GDP ratio had further increased from levels that were already high.

In an interview with Il Sole 24 Ore on Sunday, Hornung, who oversees Italy, said Rome needed to boost its competitiveness by reforming its labor market, although he said prospects of a progression in economic reforms were "quite weak".

On Friday, Moody's kept Italy's sovereign debt rating at Baa2 thanks to the country's reasonably low current cost of funding and its primary surplus but kept its negative outlook.

Google Glass app from The New York Times now available to Explorers

As if Google Glass and its clever surprises weren't intriguing enough, Explorers now have a new app to play with that's courtesy of The New York Times. As you'll recall, this service was first unveiled at SXSW, which delivers the latest headlines and accompanying imagery upon a wearer's request -- even to the point of reading an article aloud, if you so desire. If you're lucky enough to have Glass in your possession, you can configure the app at a special landing page on The Times' website. There, once you hit the Connect My Glass button, you'll be asked to link your Google account with the service, and grant it access to basic account information, your location and your Google Glass timeline. We've configured the app on our own headset, but for the moment, aren't able to retrieve any articles. That said, the crew at TechCrunch have found better luck, who describe the ability to easily navigate through a stream of news and photos with a quick tilt of the head. 38 die in mental hospital fire outside Moscow

MOSCOW (AP) ? At least 38 people died in a fire in a psychiatric hospital outside Moscow late Thursday night.

Police said the fire, which broke out at about 2 a.m. local time (6 p.m. Eastern, 2200 GMT) in the one-story hospital in the Ramenskoye settlement, was caused by a short circuit, the RIA Novosti reported on Friday.

Officials from the Russian Investigative Committee later said they are looking at poor fire regulations and short circuit as possible causes.

By early Friday morning, investigators listed 38 people ? 36 patients and two doctors ? as dead. Only three nurses managed to escape. The emergency services also posted a list of the patients indicating they ranged in age from 20 to 76.

Health Ministry officials said that hospital housed patients with severe mental disorders. Vadim Belovoshin from the emergency situations ministry official told the Itar-TASS news agency that the windows in the hospital were barred but said there were two fire escapes.

Belovoshin also said that it took fire fighters an hour to get to the hospital following an emergency call because a local ferry across the river was closed and the fire fighters had to make a detour.

Deadly fires are common in Russia because of wide-spread violations of fire safety rules.

Canadian police thwarted a terrorist attack on a US-Canada train by two men directed by Al Qaeda in Iran. Yes, Al Qaeda in Iran, say police.

Chiheb Esseghaier and Raed Jaser, who live in Montreal and Toronto, were acting alone, but were operating with support from Al Qaeda in Iran, according to the Royal Canadian Mounted Police.

Al Qaeda in Iran?

Assistant RCMP Commissioner James Malizia, the officer in charge of federal policing operations, said the plot was supported by ?Al Qaeda elements in Iran.?? He also said that Al Qaeda provided "direction and guidance" to the alleged plot.

The link to Iran is a curious one. Al Qaeda leaders and Iran's leaders have not been known allies. Al Qaeda is a Sunni-based movement. Iran is predominantly Shiite. Canadian officials made clear that they weren't connecting the alleged plot to the Iranian government. But the presence of Al Qaeda leaders, who fled from Afghanistan to Iran after September 11, 2001, has been known for some time.

As Peter Bergen, wrote for CNN last month, "According to US documents and officials, in addition to [Suleiman] Abu Ghaith, other of bin Laden's inner circle who ended up in Iran include the formidable military commander of al Qaeda, Saif al-Adel, a former Egyptian Special Forces officer who had fought against the Soviets in Afghanistan, as well as Saad bin Laden, one of the al Qaeda's leader older sons who has played some kind of leadership role in the group."

What prompted the Bergen "Strange Bedfellows: Iran and Al Qaeda" article was the recent capture of Osama Bin Laden's son-in-law, Suleiman Abu Ghaith. As Reuters reported, "he was captured on Feb. 28 and brought secretly to the?United States?... Law enforcement sources say he was detained in?Jordan?by local authorities and the FBI after was believed to have been expelled from?Turkey." But for most of the past decade Abu Ghaith had been living in Iran.

"Current and former US officials said that group, known to US investigators as the Al Qaeda "Management Council," was kept more or less under control by the?Iranian government, which viewed it with suspicion."

Bergen describes the life of Al Qaeda members in Iran is a loose form of house arrest.? They are allowed to go out shopping, for example, but with restrictions.

This latest example of an Al Qaeda-Iran tie will raise some eyebrows.

And how serious was this latest terrorist threat in Canada?

Charges include conspiring to carry out an attack against, and conspiring to murder persons unknown for the benefit of, at the direction of, or in association with a terrorist group, according to the RCMP press release. "It was definitely in the planning stage but not imminent," RCMP chief superintendent Jennifer Strachan told reporters. But she declined to give more details.

Neither men were Canadian, and Canadian law enforcement officials did not state their nationality, but some media reports described them as Tunisians.

US officials?told Reuters that the attack plotters were targeting a rail line between New York and Toronto, but Canadian police did not publicly confirm which route was the target.

Canadian law enforcement officials praised the cooperation between various agencies, including the FBI, the US Department of Homeland Security, Canadian Security Intelligence Service, Canada Border Services Agency, and various local Canadian police departments.

The CBC News says that it's "highly placed sources" tell them that the suspected terrorists have been under surveillance for more than a year in Quebec and southern Ontario.

The two men are reportedly to appear in a Toronto court Tuesday, and more details may be forthcoming in that hearing.

CHARLOTTE, N.C. (AP) ? Matt Kenseth's race-winning car from Kansas failed inspection at NASCAR's Research and Development Center, The Associated Press has learned.

NASCAR officials were discussing Wednesday what penalties to levy against Kenseth and Joe Gibbs Racing, multiple people familiar with the inspection told the AP on the condition of anonymity because no decision has been made.

The engine, which is supplied by Toyota Racing Development out of Costa Mesa, Calif., failed because one of the eight connecting rods did not meet the minimum weight requirement. While it could be a quality control issue that did not provide Kenseth any advantage, NASCAR would still hold JGR and the No. 20 team responsible.

Penalties could include a loss of points for Kenseth, a fine for crew chief Jason Ratcliff and suspensions of six weeks or more for Ratcliff and other members of the JGR organization.

The failed inspection comes on the heels of NASCAR penalizing Penske Racing for using parts it said were unapproved in the rear suspension of its cars at Texas. NASCAR docked 25 points each from defending champion Brad Keselowski and teammate Joey Logano, fined the crew chiefs $100,000 each and suspended seven Penske employees for six races.

Penske Racing's appeal is scheduled for May 1.

NASCAR is far stricter about engine infractions and severely punished the last violator, Carl Long, who was found to have an illegal engine at the 2009 All-Star Race. Long was docked 200 points ? which would be about 50 points under the current points system ? fined $200,000 and suspended 12 races.

His suspension was reduced to eight races on appeal, but Long is unable to pay the fine and can't work in the Sprint Cup garage until he settles his debt with NASCAR.

Kenseth drove the No. 20 Toyota to his second win of the season Sunday in Kansas, where he held off Kasey Kahne of Hendrick Motorsports in the closing laps. It is standard procedure for the race winning engine to go back to Concord for a thorough inspection.

College Football Playoff Name, Format Revealed By BCS Conference Commissioners

PASADENA, Calif. ? The Bowl Championship Series will be replaced by the College Football Playoff.

The BCS conference commissioners announced the name of the new postseason system that starts in 2014 on Tuesday, the first of three days of meetings at a resort hotel in the Rose Bowl's backyard.

They also will choose the remaining three sites for the six-bowl semifinal rotation and the site of the first championship game to be held Jan. 12, 2015, this week.

The website is already up and running and allowing fans to vote on a new logo. And there also is a Twitter handle: (at)cfbplayoff. www.collegefootballplayoff.com

"It's really simple. It gets right to the point," BCS executive director Bill Hancock, who will hold the same position in the playoff system, said at a short news conference with the 10 commissioners of the FCS conferences.

"Nothing cute. Nothing fancy. We decided it would be best to call it what it is."

Premiere Sports Management in Overland Park, Kan., was hired to help come up with a name and brand the new system. A committee of commissioners handled the naming of the new system. Hancock said they ran through "in the neighborhood of three dozen" names.

Pac-12 Commissioner Larry Scott said, "We're clearly trying to make a clear break from the BCS."

Before the news was reported, Big Ten Commissioner Jim Delany said he'd be happy with whatever was selected.

"I'm am not good with names ? obviously," Delany said with a smile, referring to the Big Ten's division names, Legends and Leaders, that produced so much negative feedback the conference has already decided to change them.

The new postseason format will create two national semifinals to be played New Year's Eve or New Year's Day, with the winners advancing. The six bowls in the playoff rotation will host marquee, BCS-type games on New Year's Eve or New Year's Day during the seasons they do not host a semifinal.

"I don't think you can ever go too wrong calling something what it is," Scott said. "Things that make sense tend to stand the test of time."

Three semifinal spots have already been decided: the Rose, Orange and Sugar bowls.

Four other bowls have bid for the final three spots. The clear front-runners are the Cotton, Chick-fil-A and Fiesta. The Holiday Bowl in San Diego also put in a bid, but even its organizers have acknowledged they are a long shot at best to land the game.

Those decisions will be announced Wednesday.

The coaches on the Big 12's spring teleconference were already talking about the Cotton Bowl having a spot in the rotation as if it was a done deal.

"I think it's really exciting for this region, for everybody, and I think all of the schools in this region, to have Dallas as one of those sites is great for everybody in this region, and exciting for everybody," Oklahoma coach Bob Stoops said. "Obviously, everybody knows what a great and quality, what an awesome stadium it is, then the location for us is an advantage, or should be."

The first semifinals will be played at the Rose and Sugar bowls.

The site of the first national championship game in the new system will also be determined at these meetings and the finalists are Cowboys Stadium in Arlington, Texas, the billion dollar home of the NFL team and the Cotton Bowl, and Raymond James Stadium in Tampa, Fla., home of the Buccaneers.

Arlington is the favorite to land that first championship game, but the competition from Tampa has been serious.

"I'm glad it has," Big 12 Commissioner Bob Bowlsby said Tuesday. "I think it will give us a better outcome."

Also on the agenda this week for the commissioners will be the composition of the selection committee that will set the field for the playoff. They have said they would like the committee to be similar to the one that picks the teams for the NCAA basketball tournament, made up of conference commissioners and athletic directors.

Bowlsby said he expected both current and former administrators to have a spot on the committee.

"The hardest thing is making sure we're arming whoever is on the committee with the tools that it takes to differentiate among closely proximal teams," Bowlsby said. "You have to have some metrics available to differentiate between three, four, five, six and seven."

"You can't just say we like blue uniforms and not gold uniforms. You've got to arm the committee with the tools that it takes to do their job."

Never mind that a few developers spoiled the surprise last week: BlackBerry 10.1, BB10's first major OS update, is official today. The release arrives chiefly to support the BlackBerry Q10's hardware keyboard and smaller OLED screen, but it brings a swath of extra improvements that should please Z10 owners in equal measure. An HDR camera mode, which should fill out highlights and shadows in some photos, is just the start. The Hub now supports contact suggestions, PIN-to-PIN messaging and email with attached messages; notifications are more refined as well, with per-account message notifications joining options to define sound volumes and vibrations for each contact. Dive deeper and you'll also notice more granular text selection, better calendar viewing on the Z10 and the ability to copy phone numbers into (or from) the dialer. Do be patient if you're not bent on picking up a Q10, however -- the Z10 doesn't get its update until sometime in the weeks following the release of its keyboarded cousin.

Traffic accidents involving wildlife are on the rise in Europe. The establishment of a time pattern for the accidents could be useful for increasing safety and preventing human and animal deaths. On the basis of this objective, a team of researchers have established at what time, on what day of the week and in which month accidents involving boar and roe deer are most likely to take place.

Car accidents involving animals are a serious and growing problem in Europe. They pose a risk for human life and may result in mortal victims, damage to vehicles and the loss of wildlife.

Specifically, in Galicia the time distribution of the accidents varies according to the month, the day of the week and even the time of day. This is the main conclusion of a study published in the 'European Journal of Wildlife Research' by a team of researchers from the AF4 group from the School of Forest Engineering at the University of Vigo.

Wild boar are the cause of 63% of traffic accidents involving wild ungulates, and roe deer come second, in 37% of the accidents. The researchers analysed a database of 6,255 accidents of this type.

"Drivers must understand that many roads pass through the habitats of these species, and that it is necessary to reduce speed, especially in certain seasons or at certain times of the day," as explained to SINC by Laura Lagos, main author of the study. "Road traffic managers are also responsible for signposting the sections of the road at greatest risk".

Two periods can be distinguished in the year with a higher probability of accident, varying according to the species, but not linked to human factors such as the annual volume of traffic.

Accidents involving roe deer occur more frequently between April and July, particularly in April and May. "This is the season in which the young roe deer born in the previous year are expelled from the group and start to look for a new territory," explains Lagos. However in July, accidents are probably linked to the mating season.

On the other hand, accidents involving wild boar tend to take place between October and January. "Nights are longer during these months, and therefore the probability is higher as they are nocturnal animals," adds Lagos. In addition, in these months, which coincide with the hunting season, the beaters chase the animals away and they often cross the roads in Galicia".

The risk is greater on Sundays

The number of accidents also increases at weekends, especially on Sundays, due to the increase in the volume of night-time traffic. In the hunting season, the accident rate is higher on Sundays.

The frequency of accidents during the day is linked to the activity of the species. Wild boar are nocturnal and roe deer are more active at dawn and nightfall, which is reflected in the distribution of the accidents.

As well as making drivers more aware of and signposting the more dangerous sections, Lagos believes that "the creation of GPS- and mobile phone-based systems to warn drivers as they approach risk zones may be a more efficient system in Galicia and in the rest of Europe. We are working on this project together with the GEODEM spin-off".

LONDON (AP) ? A group of independent experts has slammed Britain's cosmetic surgery industry for not protecting patients adequately and is calling for stricter controls in the aftermath of a breast implant scandal in Europe last year that left tens of thousands of women with cheap silicone implants prone to ruptures. A top British health official, meanwhile, signaled support for their recommendations.

In a review of how cosmetic procedures are regulated, the group said all skin fillers should be available by prescription only and that all practitioners ? from surgeons to aestheticians who inject Botox ? must be properly qualified. The expert group, commissioned by the U.K. Department of Health, also called for the creation of a registry of implants and other medical devices and an ombudsman for private health care, among other suggestions.

The recommendations were released in a report on Wednesday.

The British government has previously rejected calls to oversee cosmetic procedures and the industry is largely self-regulated. There are few rules on who is allowed to perform a non-surgical cosmetic intervention.

"Anyone can give you a (skin) filler anytime, anywhere," said Bruce Keogh, medical director of the National Health Service, who led the review. "This is a bizarre situation."

During an embargoed press briefing on Monday, Keogh said the commercialization of the industry has led to some questionable claims about the efficacy of certain procedures.

"This is a pretty data-free zone," Keogh said.

In the report, Keogh and others wrote that a person having a non-surgical procedure such as a Botox injection "has no more protection and redress than someone buying a ballpoint pen."

They noted that the cosmetic interventions sector has grown by 300 percent in the last five years and that the use of procedures such as injecting substances to smooth out the skin make up 75 percent of the market. "It is our view that dermal fillers are a crisis waiting to happen," the report concluded. Side effects from skin fillers can include scarring, infection and even blindness.

Catherine Kydd, a Briton who received faulty breast implants, said stricter ethical policies should be in place for those who perform cosmetic surgeries and procedures.

"When you see a surgeon, you shouldn't be seeing a salesman," she said.

Regulations on cosmetic interventions in the U.K. are more lax than elsewhere. In Denmark, anyone carrying out cosmetic interventions must be registered with a national health board. When standards are breached, the board can suspend a clinic's operations, impose fines, strike professionals off the register and refer cases to the police. There is no such system in the U.K.

Keogh noted there are about 190 different types of skin fillers available in Europe versus only 14 approved by the U.S. Food and Drug Administration.

In a statement, Dr. Dan Poulter, a senior minister in the Department of Health, said it was time for the government to step in. "There is a significant risk of people falling into the hands of cowboy firms or individuals or individuals whose only aim is to make a quick profit," he said.

Poulter said the government would respond to the report in detail in the summer.
